Ufuophu-Biri Rates Okowa’s Ultramodern Secretariat As ‘Best in Sub-Saharan Africa’
The Rector of Delta State Polytechnic, Otefe-Oghara, Prof. Emmanuel Ufuophu-Biri has made a critical assessment of the eight years administration of former Governor Ifeanyi Okowa and concluded that his government significantly improved the economic, social and infrastructural fortunes of Delta state.
Ufuophu-Biri, who spoke in Asaba, the state capital, specifically rated the ultramodern Professor Chike Edozien Secretariat, which was built and inaugurated by the Okowa government, as “the best in sub-Saharan Africa, and perhaps the entire continent”.
The Rector spoke at the presentation of “Hope and Fulfillment”, a book on selected articles on Governor Okowa’s administration, edited by Olisa Ifeajika, his Chief Press Secretary and Frank Igwebueze, a veteran journalist.
The event was well attended by dignitaries across different echelons of the state, including Governor Sheriff Oborevwori, former Governor Okowa and his wife, Dame Edith, immediate past Pro-Chancellor and Chairman of the Governing Council of Delta State University, Abraka (DELSU), Prof. Sam Oyovbaire, and Vice-Chancellor of DELSU, Prof. Andy Egwunyenga, among others.
Ufuophu-Biri, who was the reviewer of the eleven-chapter book with over 45 articles, described the book as a compendium of facts about the sterling performance of former Governor Okowa.
He pointed out that the achievements of the Okowa’s government spanned through different sectors of the state, including sports, economy, gender sensitivity, youth empowerment and general infrastructural development.

The Professor of Mass Communication also paid glowing tributes to the Okowa government for enhancing security across the state through the establishment of Delta Hawk and many other policies aimed at inclusivity and integration of all stakeholders in the Delta project.
He also commended the Okowa government for increasing access to affordable tertiary education in the state by making Delta State the only state with four state government-owned Universities.
Recall that as part of its proactive moves to ensure that all 27 ministries are properly housed in a conducive environment, the Okowa government commenced and completed the construction of an ultra-modern central secretariat complex in Asaba.
The project’s overall benefits include the cessation of the huge rent the administration had previously incurred on the accommodation of its ministries, departments and agencies, thereby creating a clement operational environment for its employees.
On November 29, 2021, Vice President Yemi Osinbajo inaugurated the secretariat complex alongside the Asaba Independent Power Plant, thus adding to the architectural beauty of the state capital city.
